Someone somewhere had an idea.
And that someone somewhere decided they liked that idea.
So they wrote that thought down on a piece of paper.
Looked at it, liked what they saw, and put it in a drawer somewhere.

And those words,
that idea,
written down on a piece of paper,
in some place in a drawer,
can be used by someone to take your freedom away.
